The cast is enormous for a series and the network would only allow a finite number of regulars (the budget wouldn't support anymore). So some characters could only be afforded as guest stars initially. But that doesn't mean that won't be seen again, or that their fates are predestined. It's really just a matter of creative bookkeeping.

It's because of their chemistry. Emilie and Dom really play well off one another and you can tell that they light one another up.
